Changes to the Ministers Rules for Child Care Subsidy

In July this year, changes to the Minister’s Rules for Child Care Subsidy were announced, introducing new requirements for Family Day Care (FDC) Providers. These include notifying the Department of the location where care is provided by their FDC educators, as well as when an educator is no longer engaged by the service.

Following a query from a member service about reporting responsibilities when a child receives care from two separate Educators within the same reporting period, we sought clarification from the Department of Education. We are pleased to now share their response with you.


When a child attends care by two different FDC educators at two different addresses, the Provider Entry Point (PEP) will need to be updated to reflect this. This ensures that sessions submitted to the CCS system are true and accurate.

When setting up a child’s FDC enrolment, you would have to list a primary educator against the enrolment itself. This information will automatically populate for you when submitting the session reports.

On days where the child attends care under the secondary educator, the sessions will need to reflect this. You would update this through the Provider Entry Point (PEP) in the session reports screen. You would locate the specific days care was provided by the secondary educator, and update the details to reflect this.

This action may also be able to be undertaken via your third party software. We recommend speaking to them if you would be more comfortable updating this information in your software instead of the PEP.
